چکیده
هدف: امروزه، سرعت شتابان تحولات فناوری، تخصصی‌شدن روزافزون علوم و پویایی بازارهای جهانی، مرزهای رقابت‌پذیری بنگاه‌های اقتصادی را دستخوش تغییرات بنیادین کرده است. در چنین شرایطی، رسوخ نوآوری در صنایع صرفاً یک مزیت رقابتی نیست، بلکه نقش مهمی در بقا و تداوم فعالیت بنگاه‌ها ایفا می‌کند. باتوجه‌به پیچیدگی‌ فرایندهای توسعه فناوری، بنگاه‌های صنعتی امروزی دیگر نمی‌توانند برای رشد و نوآوری تنها به منابع و ظرفیت‌های محدود درون‌سازمانی متکی باشند؛ ازاین‌رو، جذب دانش از محیط پیرامون و اتخاذ رویکرد "نوآوری باز" به رویکردی حائز اهمیت تبدیل شده است. در همین راستا، ارتباط مستمر و هدفمند میان بخش صنعت و بخش دانشی، یکی از عوامل تسهیل‌کننده توسعه اقتصاد دانش‌بنیان است. اگرچه امکان برقراری ارتباط مستقیم میان صنایع و بخش دانشی وجود دارد، اما نقش‌آفرینی نهادهای واسط برای برقراری اتصالی پایدار بسیار حیاتی است. بررسی پیشینه پژوهش نشان می‌دهد که شکل‌گیری یک شبکه کارآمد، نیازمند حضور متوازن نمایندگانی از هر دو سمت عرضه (دانش) و تقاضا (صنعت) است؛ اما در زیست‌بوم نوآوری کشور، تمرکز عمده نهادهای واسط بر سمت عرضه بوده و جای خالی نهادی که به نمایندگی از سمت تقاضا، نیازهای صنعت را به زبان قابل‌فهم برای بخش دانشی ترجمه کند، به‌شدت احساس می‌شود. ازاین‌رو، باتوجه‌به اهمیت درک درست از تقاضا، پژوهش حاضر با هدف "تبیین نقش اتاق‌های بازرگانی به‌عنوان نهاد نماینده بخش خصوصی در تسهیل ارتباطات بین بخش صنعت و بخش دانشی" انجام شده است.


روش‌: پژوهش حاضر از حیث رویکرد گردآوری داده‌ها، پژوهشی کیفی محسوب می‌شود. به‌منظور افزایش غنا و اعتبارپذیری نتایج، داده‌ها صرفاً از یک منبع گردآوری نشد، بلکه با رویکرد مثلث‌سازی داده‌ها از سه مسیر مصاحبه‌های نیمه‌ساختاریافته، مشاهدات میدانی در رویدادها و بازدیدها و نشست‌های کاری و تخصصی با خبرگان زیست‌بوم نوآوری استخراج گردید. جامعه آماری پژوهش شامل مطلعان کلیدی و فعالان زیست‌بوم نوآوری و صنعت (با تمرکز بر مطالعه موردی استان خراسان رضوی) بوده است. بخش عمده‌ای از داده‌های پژوهش با استفاده از روش نمونه‌گیری هدفمند و تا رسیدن به اشباع نظری، از طریق مصاحبه‌های عمیق و نیمه‌ساختاریافته و گفت‌وگوهای هدفمند با ۵۴ نفر از خبرگان گردآوری شد. تجزیه‌وتحلیل داده‌ها با استفاده از روش "تحلیل مضمون" در شش گام (آشنایی با داده‌ها، کدگذاری اولیه، جستجوی مضامین، بازبینی شبکه مضامین، نام‌گذاری و در نهایت نگارش خروجی) انجام پذیرفت که طی آن، کدهای استخراج‌شده به مضامین فرعی و اصلی تقلیل یافتند. در نهایت کیفیت یافته‌های پژوهش بر اساس معیارهای چهارگانه اعتبارپذیری، انتقال‌پذیری، اطمینان‌پذیری و تأییدپذیری سنجیده شد.


یافته‌ها: یافته‌ها نشان می‌دهد بهبود تعاملات در زیست‌بوم نوآوری، لزوماً مستلزم تأسیس نهادهای جدید نیست. در واقع، یافته‌ها بر اهمیت ایفای نقش صحیح بازیگران واسط و تسهیل‌گر جهت برقراری ارتباط مؤثر میان بازیگران ذی‌نفع (مانند صنایع، شرکت‌های دانش‌بنیان و اساتید دانشگاه) تأکید دارند. بااین‌حال، شکاف‌های ارتباطی موجود که ریشه در سه عامل " ضعف نقش‌آفرینی نهادهای واسط موجود"، " خلأ نقش‌آفرینی مؤثر نماینده سمت تقاضای فناوری (صنعت) " و "ضعف بازیگران ذی‌نفع" دارد، موجب شده تا زیست‌بوم نوآوری دچار دو عارضه کلان عملکرد جزیره‌ای و موازی‌کاری شود. این عارضه‌ها پیامدهای مخربی برای بخش صنعت به همراه داشته است که به شکلی ملموس شامل پیامدهای شناختی (نظیر تشدید بی‌اعتمادی تاریخی میان صنعت و دانشگاه)، پیامدهای عملیاتی - ساختاری (مانند محرومیت صنایع از مشوق‌های قانونی مانند برنامه اعتبار مالیاتی تحقیق‌وتوسعه) و پیامدهای مالی - انسانی (از جمله هدررفت سرمایه‌ها و ناتوانی در جذب و حفظ نخبگان) است. برای برون‌رفت از این شرایط، اتاق‌های بازرگانی باتوجه‌به ارتباطات گسترده و تنگاتنگی که با فعالین اقتصادی دارند می‌توانند با تمرکز بر تعامل شبکه‌ای و پرهیز از اقدامات انفرادی، نقش "دروازه ورود به تقاضای صنعت" را ایفا کنند. خروجی نهایی پژوهش برای تحقق این مهم، تدوین بسته اقدامات تسهیل‌گر اتاق بازرگانی در ۱۰ محور کلیدی است.


نتیجه‌گیری: توسعه اقتصاد دانش‌بنیان در گرو پیوند مؤثر میان بخش عرضه فناوری و بازار تقاضا است. نتایج این مطالعه نشان می‌دهد که ریشه ناکارآمدی ارتباطات در زیست‌بوم نوآوری، فقدان نهادهای جدید نیست، بلکه معماری ارتباطی شبکه بازیگران و عملکردهای آن‌هاست که منجر به موازی‌کاری و عملکرد جزیره‌ای شده است. در غیاب سازوکارهای ساختاریافته، اتاق‌های بازرگانی، به دلیل پایگاه اجتماعی و ارتباط تنگاتنگ با بدنه اقتصاد، از ظرفیت نهادی مناسبی برای کمک به کاهش شکاف سمت تقاضا و ایفای نقش مترجم نیازهای صنعت برخوردارند. از جمله نقش‌های پیشنهادی برای اتاق بازرگانی، کمک به ایجاد بستر اعتماد، رفع فقر اطلاعاتی و یکپارچه‌سازی ظرفیت‌های پراکنده است؛ مشروط بر آنکه رویکرد شبکه‌ای را اتخاذ نموده و با سایر نهادهای دانشی نظیر پارک‌های علم‌وفناوری هم‌افزایی کند. بسته اقدامات پیشنهادی این پژوهش، می‌تواند به‌عنوان نقشه راهی عملیاتی و الگویی پایه، الهام‌بخش ورود مؤثر سایر اتاق‌های بازرگانی به زیست‌بوم نوآوری باشد؛ مشروط بر آنکه برای بهره‌برداری در سطح ملی، متناسب با شرایط و تفاوت‌های نهادی هر استان بومی‌سازی گردد.

A Model for the Role of Chambers of Commerce as Intermediaries and Facilitators in the Innovation Ecosystem

چکیده English

Objective: In the contemporary era, the rapid pace of technological advancements, the increasing specialization of sciences, and the dynamism of global markets have fundamentally reshaped the boundaries of corporate competitiveness. Under such circumstances, the penetration of innovation into industries is no longer merely a competitive advantage; it has become increasingly critical for survival. Given the complexity of technological development processes, modern industrial enterprises can no longer rely solely on limited internal resources and capacities for growth and innovation. Therefore, absorbing external knowledge and adopting an "Open Innovation" approach has become an increasingly important. In this regard, continuous and purposeful communication between the industrial and knowledge sectors can serve as a key facilitator for developing a knowledge-based economy. Although direct communication between industries and the knowledge sector is possible, the role of intermediary institutions is crucial in establishing a sustainable connection. A review of the literature indicates that the formation of an efficient network requires the balanced presence of representatives from both the supply and demand sides. However, in the innovation ecosystem, intermediary institutions have predominantly focused on the supply side, leaving a significant void for an institution that represents the demand side and translates industry needs into a language comprehensible to the knowledge sector. Therefore, considering the critical importance of accurately understanding demand, the present study aims to "elucidate the role of Chambers of Commerce, as representatives of the private sector in the innovation ecosystem".


Methodology: In terms of its data collection approach, the present study is qualitative in nature. To enhance the richness and reliability of the results, data were not collected from a single source. Instead, a data triangulation approach was employed, extracting data through three channels: semi-structured interviews, field observations at events and site visits, and specialized working meetings with innovation ecosystem experts. The statistical population consisted of key informants and active players in the innovation and industry ecosystem (focusing on Khorasan Razavi province as a case study). Most of the research data were collected using purposive sampling until theoretical saturation was reached, involving in-depth, semi-structured interviews and targeted dialogues with 54 experts. Data analysis was conducted using “Thematic Analysis” in six steps, during which the extracted codes were reduced to sub-themes and main themes. The quality of the findings was assessed using four criteria: credibility, transferability, dependability, and confirmability.


Findings: The findings from the data analysis indicate that improving interactions within the innovation ecosystem does not necessarily require establishing new institutions. In fact, the findings emphasize the importance of intermediary and facilitating actors playing their roles correctly to establish effective communication among stakeholder actors. However, existing communication gaps rooted in three factors: "weaknesses in the functioning of existing intermediary institutions", "the lack of effective representation of the technology-demand side (industry) ", and "stakeholders’ limited capacity for effective communication" have afflicted the innovation ecosystem with two macro-level dysfunctions: "silo mentality", and "duplication of efforts". These dysfunctions have had detrimental effects on the industrial sector, with tangible cognitive, operational and structural, as well as financial and human consequences. To overcome these conditions, Chambers of Commerce, given their extensive and close connections with private sector, can play the role of the "gateway to industry demand" by focusing on network interactions and avoiding isolated actions. To achieve this, the final output of the research is the development of a facilitation action package for Chambers of Commerce across 10 key domains.


Conclusion: The development of a knowledge-based economy depends on an effective linkage between the technology supply sector and the demand market. The results of this study indicate that the root cause of communication inefficiency in the innovation ecosystem is not a lack of new institutions, but rather the communication architecture of the actors’ network and their actions, which lead to duplication of efforts and a silo mentality. In the absence of structured mechanisms, Chambers of Commerce, due to their social standing and close ties to the economic community, are well-positioned to help bridge the demand-side gap and act as translators of industry needs. A key proposed role for the Chamber of Commerce is to build trust, eliminate information poverty, and integrate scattered capacities, provided it adopts a network-based approach and creates synergies with other institutions. The presented action package can serve as a practical roadmap and a baseline model that can inspire other Chambers of Commerce to effectively enter the innovation ecosystem. However, for nationwide application, it must be customized according to the specific institutional contexts of each province.
