The statistical population in this study are consisting of experts from organizations involved in urban management and superior local entrepreneurs. Formulation of the situation in each component (based on fuzzy membership function) and designing fuzzy inference system for determine the level of performance of urban management performance based on the situation of each component was another part of the research process. Due to the non-fuzzy equivalence values of current status  in the noted axes ,and  in the total performance, Urban management functions in the linguistic seven-item scale is fairly low showing the performance is not good. Also, by considering that top obtained non-fuzzy values has not exceed beyond 0.477 in none of components, so performing basic operational activities in each one of components is unavoidable (especially in third, fourth, seventh and eighth component of first axes as well as first, second, and fourth component of second axes that have been marked with lowest values). در مقالة حاضر، مؤلفه‌های مطرح در سطح‌بندی عملکرد مدیریت شهری اردبیل، در دو محور 1. توانمندسازی و پشتیبانی از کارآفرینان (با 10 مؤلفه) و 2. تدارک محیط مناسب برای کارآفرینی (با 6 مؤلفه) طبقه‌بندی و با استفاده از تکنیک مقایسة چندگانه، تعیین وزن شده‌اند. جامعة آماری تحقیق شامل کارشناسان سازمان‌های عامل در عرصة مدیریت شهری و کارآفرینان برتر محلی هستند. تدوین صورت وضعیت سطح عملکرد در هریک از مؤلفه و نیز طرح سیستم استنتاج فازی در سطح‌بندی عملکرد مدیریت شهری در هریک از محورها، بخش دیگری از تحقیق است. با توجه به آنکه معادل غیر فازی از نمرات مربوط به وضعیت موجود در محورهای یادشده و مجموع عملکرد که بیانگر شرایط تقریباً پایین در مقیاس زبانی هفت‌گانه است، می‌توان گفت که عملکرد مدیریت شهری وضعیت مناسبی ندارد. همچنین با توجه به آنکه سقف نمرة غیر فازی کسب‌شده در هیچ‌یک از مؤلفه‌ها از نمرة 477/0 تجاوز نکرده است، ضرورت اقدامات و پروژه‌های عملیاتی‌شده در هریک از مؤلفه‌ها اجتناب‌ناپذیر است (به‌ویژه در مؤلفه‌های سوم، چهارم، هفتم و هشتم از محور اول و مؤلفه‌های اول، دوم و چهارم از محور دوم که با نمرة پایین‌تر وضعیت همراه‌اند).  https://jed.ut.ac.ir/article_52507_795bff6be82ff5f6e1cbf5e73af75cf4.pdf
